Who prepares a punch list and when is it done?

Normally, the punch list is developed late in the project between the contractor and client. In some cases, a project manager or an inspector is used. It is performed at the end stage, when the main part has been done, at the walk through. This will make the minuscule repairs or mistakes get caught before the ultimate payment is received
